Abstract: »Over the past two decades, the history of residential care in Germany has been the subject of intensive scholarly investigation. While early research focused primarily on violence in residential care and services for people with disabilities, since 2011 attention has expanded to boarding schools, as well as the institutional practices of major religious and secular organizations. The project presented here investigates experiences of injustice among children and adolescents placed in care by the Youth Welfare Office of the City of Munich (1945–1990). The study systematically examines instances of psychological, physical, and sexual violence, as well as the existence of potential perpetrator networks. Methodologically, it combines archival analysis with qualitative interviews. Approximately 600 residential care records and 75 guardianship files were randomly selected and are analyzed across three time periods and institutions. In parallel, interviews are conducted with survivors and former employees of the youth welfare office to reconstruct biographical consequences, institutional routines, and potential individual accountability. A particular focus is placed on developing a theoretically grounded and nuanced approach to the concept of perpetrator networks, moving beyond binary classifications.« (Source: Soziale Passagen)
